Keeping Ashoka cheap is ideal, nobody wants an expensive 3 hull ship cruising around getting smashed apart, however with Captured TIE, this makes it even harder to do. Putting Veteran Instincts on her allows anything with a pilot skill of 8 or lower, simply unable to attack her until she attacks or its the last ship of the squad.
A cool combination is to put some stress mechanics into your squad, then with Sabine's Masterpiece and the Illicit Black Market Slicer Tools, Ashoka can move, perform a focus action then at the start of combat, spend the focus token to use Black Market Slicer Tools on a stressed enemy ship. It is still 21 points however for a TIE Fighter but it could be an effective deterrent for enemy aces who thrive on Push The Limit.
Rey is a great crew member for the TIE allowing you to bank some earlier focus actions whilst an EMP device would be entertaining for getting right up into the face of an enemy squadron who can shoot you before activating it.
Of course the problem with Ashoka is you're paying a premium for a ship that isn't actually shooting at anything in the combat phase depending on what build you take. You can get around this by taking Sabine as crew, and having a very expensive bomber and because you haven't performed an 'attack' you'll still be frustrating to the opponent.
